These evidence gaps matter. When decisions are based on weak evidence, projects can solve the wrong problem, invest in the wrong infrastructure, or miss the risks that determine whether a system will work in practice.
A strong evidence base does not need to be perfect or expensive. It needs to be useful. It should help cities, operators, and communities understand what is really happening in the waste system, and use that information to make better decisions.
