Natalie Starr has spent over twenty-five years in the solid waste, resource recovery and energy field. Natalie’s work has focused on improving the economics of materials management programs throughout the U.S., as well as in Central Europe, South Africa, and Argentina. Natalie specializes in benchmarking and economic analysis of recycling and organics management systems. She manages an annual survey of recycling activity to report Delaware’s recycling rate, set up a methodology for Vermont’s recycling rate reporting, recently benchmarked the City of Knoxville (TN) yard waste and recycling programs and will assist Rhode Island in measuring materials recovery.
Her recent project experience includes:
Analysis of the economic contribution of recycling and remanufacturing industries in Central Ohio and opportunities to increase activity to develop the circular economy;
Analysis of the economic contribution of recycling industries to the State of Rhode Island;
Analysis of Vermont’s Act 148 organics ban and parallel recycling requirement on diversion rates and required investment in infrastructure;
C&D waste characterization in Delaware and Massachusetts, and a C&D waste and wood waste market analysis;
Organics waste recovery potential, processing capacity and potential management costs in the greater metro New York and Mid-Atlantic regions
Natalie’s education includes a M.S. in Resource Management and a B.S. in Environmental Studies with a focus on resource economics and energy resources. In 2007 Natalie completed an eighteen-month fellowship as a Donella Meadows Leadership Fellow with the Sustainability Institute concentrating on systems analysis and climate change.
